After all, they effectively control the situation there. As you no doubt know, the NCR is strewn all over the place in the Mojave Wasteland, with camps in every possible nook and cranny. If you're not, then you'll really have no prayer of doing so. You'll need to be friendly with the NCR to have any chance of undertaking this side quest.
